MORALE STABILITY & CONTROL

Morale is one of the systems connecting military expansion to the civilian population. It influences resource output, construction, mobilization, population growth and the risk of insurgency.

Campaign Start 70% Morale
Rebellion Risk 33% Or Lower
New Occupation 25% Morale
Military presence in a city representing morale and stability
Effects Insurgency Risk Morale Factors Management
[ SYSTEM EFFECTS ]

Morale Touches The Entire Economy

Morale is not merely a happiness indicator. A city’s stability directly affects how efficiently it can support the national war effort.

01 // Economy

Resource Production

Higher morale improves economic output, while low morale reduces the resources produced by territory.

02 // Industry

Construction

Low morale slows building construction, meaning unstable cities take longer to develop.

03 // Military

Mobilization

Unit mobilization is also affected, connecting civilian stability directly to military production speed.

04 // Population

Population Growth

Morale contributes to population reproduction and therefore influences long-term city development.

05 // Security

Insurgency

Low-morale cities can enter rebellion risk and may generate insurgent activity.

06 // Territory

National Stability

Morale is tracked by individual cities and provinces but can also be affected by nationwide events and wars.

[ REBELLION THRESHOLD ]

When Stability Becomes A Security Problem

≤33% City Rebellion Risk

Low Morale Can Trigger Insurgency

Cities at sufficiently low morale can rebel. Newly occupied cities begin in a particularly unstable condition, so commanders expanding rapidly need to consider garrisons and recovery time rather than immediately moving every unit onward.

[ MORALE FACTORS ]

What Pushes Morale Up Or Down

Positive Factors

  • Headquarters // the national HQ supports morale and nearby stability.
  • Underground Bunkers // provide morale bonuses in cities.
  • Field Hospitals // can improve morale in provinces.
  • Combat Outposts // can improve province morale.
  • Stable Neighbours // high nearby morale can help local conditions.

Negative Factors

  • Wars // fighting multiple nations reduces national morale.
  • Distance // territory far from the Headquarters suffers a morale penalty.
  • Resource Shortages // economic shortages can damage morale.
  • Civilian Casualties // population damage creates a significant morale penalty.
  • Enemy Presence // nearby enemies and hostile territory can reduce morale.
  • Lost HQ // losing the Headquarters causes a major nationwide morale hit.
[ STABILITY MANAGEMENT ]

Secure The City Before Moving On

01 // Capture

Take Control

A newly conquered city begins with reduced stability and must recover.

02 // Garrison

Hold The Position

Leaving forces behind helps reduce the danger created by a potential uprising.

03 // Stabilize

Remove Penalties

Reduce war pressure, shortages and nearby threats where possible.

04 // Develop

Restore Output

Higher morale improves the territory’s ability to support further expansion.
