Cities & Provinces
CITIES & PROVINCES
Every campaign is divided into territory. Cities form the core of national production and military development, while provinces connect those centers and provide strategic ground, resources and infrastructure.
Three States Of City Control
Homeland City
Homeland cities are owned from the beginning of the campaign and form the strongest economic and production core of the nation.
100% Resource ProductionOccupied City
Captured cities can construct buildings but cannot mobilize units. Their economy operates at heavily reduced output.
25% Resource ProductionAnnexed City
Annexation turns a captured city into a forward production base, enabling unit mobilization and increasing economic output.
50% Resource ProductionTerritory Beyond The Cities
Provinces provide strategic depth between urban centers. They contain terrain, population, morale and sometimes resource production, while their own construction options support military operations.
Province Infrastructure
- Combat Outpost // defensive fortification and morale support.
- Airfield // supports aircraft, airlift and airmobile operations.
- Field Hospital // increases healing and province morale.
- Local Industry // increases resource output in resource-producing provinces.
- Military Logistics // improves ground movement speed through the province.
- Pontoon // allows embarkation and disembarkation in eligible coastal provinces.
Province Attributes
- Population // affects base production and Victory Point value.
- Morale // influences resource production and local stability.
- Production // some provinces contain harvestable resources.
- Terrain // directly influences unit performance and movement.
- Center Point // control is determined by occupying the province’s center.
- Entrenchment // units positioned at the center can receive defensive benefits.
How Territory Changes Hands
Enter Territory
Move a capture-capable formation toward the province or city center.
Reach The Control Point
The center-point is the location that determines territorial control.
Take Ownership
Eligible infantry-type units can capture and occupy provinces and cities.
Hold The Ground
Captured cities may require garrisons while morale recovers and insurgency risk falls.
Population Drives Value
Economic Value
Population determines the base production rate of resources. Buildings that increase economic output build upon that underlying production base.
Victory Point Value
Population also affects the number of Victory Points attached to territory. Cities therefore combine military, economic and campaign victory value in a single strategic objective.
